We will promote the construction of distribution automation and intelligent electricity consumption information collection systems, and realize the observable and controllable distribution network. To meet the needs of diversified load development such as new energy sources, distributed power sources and electric vehicles, and promote the deep integration of smart grid construction and the Internet.

Through the implementation of the action plan for the construction and renovation of the distribution network, we will effectively increase funding for the network. 1. Strengthen unified planning and improve the standard system

Distribution network overall planning action

Distribution network planning should be carried out in a unified manner, with a five-year cycle and a prospect of 10-15 years, or 20-30 years if necessary. Guided by the overall plan for national economy and urban and rural development, and based on the distribution network development plan, it takes overall consideration of public resources such as power supply, users, land, environment, station site corridors, etc., rationally distributes distribution network facilities, protects distribution network site paths according to law and regulations, and promotes the implementation of distribution network projects. Local governments will establish a management mechanism for connecting power grids with municipal planning. In 2016, pilot distribution plans will be carried out in areas where detailed control plans have been issued, and the distribution plans will be completed in central cities (districts) by 2020.

Distribution network technical standard system construction action

The existing distribution network technical standards should be comprehensively sorted out, revised and improved in time, and a complete distribution network technical standard system should be gradually established. In 2015, it began to revise the Technical Guidelines for Transformation of Medium and Low Voltage Distribution Network (DL/T599-2005) and the Technical Guidelines for Automation of County Distribution Network (DL/T390-2010), focusing on the preparation of the power industry standard Technical Guidelines for Distribution Network Planning and Design. In 2016, the Technical Guidelines for Distribution Network Planning and Design were declared as national standards. It will gradually revise the technical standards for other distribution networks by category, and complete the revision of the distribution network technical standard system by 2020. The promotion and implementation of distribution network technical standards should be strengthened, and standardization should be carried out in an all-round way.

2. Ensure power supply and serve the people's livelihood

To realize the central city (district) high reliable power supply. Strive to achieve more than 99.99% power supply reliability rate in 2020, and the average annual power failure time of users is no more than 1 hour, reaching the international advanced level.

To meet the rapidly growing demand for electricity in cities and towns. According to the national new urbanization planning and development needs, moderately advanced construction of distribution networks; We will closely track economic growth hotspots such as urban areas, county towns, central towns and industrial parks, increase power supply capacity in a timely manner, and eliminate bottlenecks in urban power consumption. Urban distribution network Reliability action

1. Build a high-reliability demonstration zone in the core area of the central city (district). Select core areas in the central city (district) to build high-reliability demonstration areas, and greatly improve the reliability of power supply through reliable and flexible grid structure, mature and complete automatic configuration, scientific and standardized operation and maintenance management. By 2020, 20 demonstration zones will be built with a power supply reliability rate of no less than 99.999%, reaching the leading level of similar cities in the world.

2. Build demonstration areas for new-type urbanization distribution network. The idea of "standardized, lean, practical and intelligent" for the construction of urban power distribution network should be clarified, and the construction and renovation of power distribution network should be promoted in coordination with urban planning and construction, as well as with water, road, gas and other infrastructure. By 2020, 60 demonstration zones for the development of new-type urbanization distribution networks will be completed.

3. Standardize the construction and renovation of distribution networks in residential areas. In accordance with the principles of clear property rights, equal responsibilities and rights, and standard operation and maintenance, a unified construction standard for power supply and distribution facilities in residential communities shall be established. The power supply project of residential areas will be integrated into the unified planning of the distribution network, standardized construction, special funds. Qualified companies shall undertake construction, operation and maintenance management, effectively guarantee the quality of power supply and distribution projects, improve the service level of power supply, and actively accept the supervision of local government departments.

We will improve universal electric power services in rural areas. Strive to achieve the power supply reliability rate of no less than 99.72% in rural areas by 2020, with the average annual power failure time of users controlled within 24 hours, and the comprehensive voltage compliance rate of no less than 97.0%.

Rural power supply capacity improvement initiative

1. Eliminate power supply bottlenecks. It sorted out the weak links of the power grid, insufficient power supply capacity and other problems, proposed solutions according to the principle of "once selected traverse section, once in place corridor, once completed civil construction of substation", built supporting projects, and improved power supply capacity of rural power distribution network according to differentiated needs.

2. Comprehensive treatment of "low voltage". It will organize and carry out a comprehensive survey, establish a regular monitoring and treatment mechanism, optimize operation control, strengthen power grid construction, and take multiple measures and combine prevention and treatment. For long-term "low-voltage" users, the construction and upgrading of power grids will be accelerated according to unified standards; For short time "low voltage" users, according to the "strengthen operation management, application of practical technology" principle to manage. In 2015, 5.2 million households had low voltage problems solved, and in 2016, another 4 million households had low voltage problems solved. By 2020, the problem of low voltage has been basically solved in a comprehensive way.

3. Implement the Beautiful rural power Grid demonstration project. In accordance with the Guidelines for the Construction of Beautiful Villages, distribution network planning has been carried out in light of different economic development levels and geographical and natural conditions in rural areas, and village-level power grid upgrading projects have been carried out simultaneously in combination with the "four reforms and one construction", so as to optimize the network and enhance capacity.

4. Upgrade the equipment level of low-voltage power grid. Conduct a survey of low-voltage equipment to gradually eliminate bottlenecks, prominent security risks, and circuitous power supply problems in the low-voltage grid, improve power supply capacity and reliability, and reduce technical line losses. According to the long-term development needs, standardized planning and construction of low-voltage power grids.

Note: "Four changes and one construction" refers to the transformation of roads, water, toilets, old villages and the construction of rural school children's palaces.

We will accelerate the construction of distribution networks in outlying and poor areas. By 2015, all the people without electricity will have access to electricity through the extension of the power grid, photovoltaic, wind power, small hydropower and other forms of power supply.

4. Promote standard configuration and improve equipment level

We will promote standardization of distribution network equipment. Improve the equipment technical standard system, guide the scientific development of equipment manufacturing; Optimize equipment sequence, simplify equipment types, standardize technical standards, implement functional modularization and interface standardization, and improve the universality and interchangeability of distribution network equipment; Pay attention to energy saving and consumption reduction, take into account environmental coordination, adopt mature technology, less (free) maintenance, with extensible functions of equipment; Improve equipment configuration standards in areas with high reliability requirements, harsh environmental conditions (such as high altitude, high cold, salt spray, and serious pollution), and frequent disasters.

We will upgrade the equipment of distribution networks. Promote the application of solid insulated ring cabinet, the selection of energy-saving transformers, distribution automation and intelligent distribution stations and other new equipment and new technologies; Actively develop transformers, circuit breakers and secondary equipment based on new materials, new principles and new processes; In qualified areas, combined with municipal construction, improve the level of cabling, improve the insulation rate of overhead lines in urban areas;

We will carry out trials to build integrated pipeline corridors. In accordance with the principle of "government-led, unified planning, scientific use, and clear rights and responsibilities", large and medium-sized cities have accelerated the launch of demonstration and pilot projects for underground integrated management corridors, and some small and medium-sized cities have built integrated management corridors in light of local conditions.

Distribution network equipment upgrading action

1. Optimize and upgrade distribution transformers. From the research and development, production, use and other links of distribution transformers, the use of policy guidance and market mechanism to promote the promotion and application of high-efficiency and energy-saving distribution transformers, improve coverage; We will vigorously promote the upgrading and upgrading of obsolete and high-loss distribution transformers, and promote the application of amorphous alloy transformers, high-overload capacity transformers, and capacity-regulating transformers. 2. Replace the power distribution switch. To meet the needs of distribution automation and smart grid development, and promote intelligent switching equipment. The switch operation accuracy of distribution network should be improved, and switch equipment with imperfect anti-error devices and difficult operation should be upgraded. Carry out technical research on core technologies and key components of switchgear, and comprehensively improve the localization rate. By 2020, the oil-free transformation of the switch will be completed, and the oil-free ratio of the switch will reach 100%.

3. Improve the cable conversion rate. In qualified areas, the cable coverage level should be continuously improved in combination with the needs of municipal construction and landscape. Define the construction requirements of various power cable channels in various power supply areas, urban tunnels, drainage pipes, trenches and direct buried channels, and scientifically and reasonably select cable laying types. The competent departments of local governments have organized the formulation of special plans for power cable channels and implemented them in urban planning. During the construction and renovation of municipal infrastructure, power cable channels should be planned, designed and constructed synchronously, and cable pipe holes and positions should be reserved. By 2020, the cabling rate of newly built lines in the core areas of central cities (districts) will reach 60%.

5. Promote applicable technologies to achieve energy conservation and emission reduction

Power substitution action

We will carry out electric power replacement in an orderly manner and advocate new patterns of energy consumption. In the areas of central heating, industry and commerce, agricultural production, we will vigorously promote heat pump, electric heating, electric boiler, double storage and other electric energy replacement technologies. Replace oil with electricity in railway and automobile transportation and improve the level of transportation electrification. To promote electricity technology at ports and ports, and deploy new onshore power supply facilities for ships; We will promote new projects such as airport-land power generation and the conversion of oil engines to power generation. We will strive to replace 630 billion kilowatt-hours of electricity by 2020, and increase the share of electric energy in terminal energy consumption by 2 percentage points.

1. Service the development of electric vehicle charging facilities. In accordance with the Guidelines for the Development of Electric Vehicle Charging Infrastructure (2015-2020), the planning of distribution network should be well connected with the planning of charging and exchanging facilities, and the construction and renovation of supporting power grids for charging and exchanging facilities should be strengthened to ensure barrier-free access to charging and exchanging facilities. We will accelerate the construction of an intelligent charging and replacing service network for electric vehicles, promote orderly charging, V2G and integrated charging, releasing and storage technologies for electric vehicles, and realize interconnection of urban and intercity charging facilities. By 2020, it will meet the demand for access to 12,000 charging stations and 4.8 million charging piles, and provide charging and replacing services for 5 million electric vehicles.

2. Promote the implementation of shore power projects. We will accelerate the formulation of technical standards for Marine onshore power generation, promote the construction of Marine onshore power generation projects, promote research and development of key technologies and equipment, and standardize the construction of shore-based supporting power supply facilities. Establish port ship intelligent electricity service platform to realize two-way interaction between ship and power grid. From 2015 to 2017, pilot projects for Marine shore power construction were carried out in Shanghai Port, Ningbo Port of Zhejiang Province, Lianyungang Port of Jiangsu Province, Dalian Port of Liaoning Province, Xiamen Port of Fujian Province, Bohai New Port of Cangzhou City of Hebei Province, Chaotianmen Wharf of Chongqing and other ports. By 2020, no less than 50% of the ports' shore power projects had been completed.

3. Popularization and application of electric heating. In urban central heating, industry and commerce, we will promote large-scale projects to replace coal (gas) with electricity, and carry out demonstration projects to replace coal-fired boilers with electric heating. In towns, villages, urban villages and other loose coal consumption areas, encourage the "coal to electricity" project, encourage the use of electric heating heating equipment in residential buildings, and improve the capacity of existing distribution networks in light of electricity demand.

Central cities (districts) and urban areas should promote centralized distribution automation schemes, rationally allocate distribution terminals, shorten the time of failure and outage, and gradually realize self-healing and reconstruction of the network. Rural areas to promote simple distribution automation, improve fault location ability, effectively improve the level of practical.

Strengthen support for distribution communications networks. Adhere to the principle of primary and secondary coordination, synchronous planning and construction of distribution communication network; Ensure the capacity margin of communication bandwidth and improve the supporting ability of related services; Central cities (districts) strengthen the construction of 10 kV communication access network optical fiber, effectively support distribution automation remote control reliable operation and electricity information collection business; In urban and rural areas, the construction of supporting optical fibers for 35 kV power grids should be strengthened, and wireless and carrier communication should be adopted for 10 kV communication access networks. We will actively explore full-service and value-added information service modes for power fiber communication to fully support the construction of smart power grids. By 2020, the distribution communication network coverage will reach 95 percent.
